Generate what’s missing, large-scale stakeholder surveys and community-level skills audits. Convene, a summit of invited leaders where findings are reviewed live. Deliverables: a ranked gap map, targeted investment recommendations, and a costed Phase 2 plan.
Phase 2 · The program
~6 monthsBrackett Partners-led delivery: inter-agency agreements drafted and signed, employer commitments secured, candidate sourcing and readiness stood up, and a first cohort placed, with a measurable baseline established.
Phase 3 · Replication
The model, extended across additional pathways and communities, scoped on the evidence Phase 2 produces.
